International Development & Global Health
Adrian Mathura's work in international development and global health began during active-duty service with the U.S. Navy. While assigned to the USNS Comfort, he deployed to Haiti to support coordinated humanitarian operations with international partners, serving communities devastated by disaster. That experience sparked his commitment to foreign assistance and continues to shape the work he does today.
After law school, Adrian served in the White House Office of Management & Budget, International Economic Affairs Division. In that role, he examined U.S. Government initiatives related to the Arab Spring and served as an examiner for Tunisia and Jordan. He was later recruited by USAID, where he managed and oversaw complex budgets and operations in management and IT. One of the most meaningful chapters of his career was serving as Chief of Operations and Budget for U.S. PEPFAR global health investments—particularly across Africa. This work continued through service with the Senate Foreign Relations Committee, where we worked across Ethiopia, South Sudan, Zimbabwe, Kenya, South Africa, Mozambique, and Somalia.
As senior advisor to USAID’s Global Health Bureau, Adrian advised agency leadership on anticorruption, policy, and the responsible use of foreign assistance funds.
Across decades of work, he developed deep expertise in foreign assistance design, implementation, accountability, and oversight, including:
Design, examination, implementation, and oversight of foreign assistance initiatives, activities, and investments
Hands-on management of foreign assistance operations and budgets
Development of “Use of Funds Guidance” grounded in the Foreign Assistance Act and Appropriations Law
Acquisition assistance and procurement policy
Anticorruption programming and outcomes worldwide, including efforts addressing pharmaceutical diversion, counterfeiting, and transnational corruption
Feasibility studies and risk mitigation
Leadership accountability and stakeholder equity management
